Yes, those are his toes, and yes, he's that flexible. Watching the video has me cringing because, man, that looks like it hurts! Obviously he finds it quite amusing so it mustn't, but don't you just wish you still had that kind of flexibility??
We used to do that maneuver with our babies -- I think your dad taught it to us -- to help them with gas. They always loved it, but I agree, it looks painful!
